IMF Staff Completes 2022 Article IV Mission to and Reaches Staff-Level Agreement with Guinea on Financial Assistance through the Food Shock Window under the Rapid Credit Facility

The program aimed at strengthening the management of public debt and fiscal risk, increasing money market liquidity and transparency in financial markets. It also sought to increase corporate transparency to encourage the development of corporate debt and equity markets, by developing the legislative framework for new financial instruments.

This evaluation assessed the relevance and effectiveness of ADB’s finance sector operations during 2011–2021. It evaluated the relevance of ADB's 2011 Finance Sector Operational Plan vis-à-vis evolving financial markets and ADB’s Strategy 2030.

The project’s expected impact was increased energy security. Its envisaged outcome was that customers’ access to a higher share of electricity generated by hydropower. It comprised the rehabilitation of three small hydropower plants (SHPs) in Upolu, construction of three new SHPs in Upolu and Savai’I, and provision of training to the EPC on operation and maintenance (O&M) for up to 2 years after plant commissioning of the SHPs.

The project was designed as a financial intermediary loan to complement the government’s directive by catalyzing domestic capital and providing targeted finance to build capacity for replacing energy efficient brick kilns. The project’s envisaged impact was improved environmental conditions in Bangladesh. The expected outcome was the replacement of polluting FCKs with more energy-efficient kilns in Bangladesh’s brick sector.

The project’s envisaged impact was improved living conditions in urban areas while its envisaged outcome was improved infrastructure and access to service delivery in slum neighborhoods in 20 project cities. The project’s phase 2, the subject of this validation, was limited to providing targeted support to improve basic infrastructure in slum neighborhoods of 20 cities, adopting a community-driven development approach, and establishing new settlements.
