Multiple Framework Agreement for Consultancy Services to Support the Evaluation Division within the EIB Group: Team Leading Services

Call for expressions of interest. 

The service providers will be requested to lead evaluations included in IG/EV’s work programme (and other ad-hoc requests) corresponding to evaluation products stated in Annex A ‘Technical Specifications’. The FA service providers should have a high level of expertise in evaluation methodology and tools and a good knowledge of the EU context.

Indonesia: Fiscal and Public Expenditure Management Program

The program aimed to reduce income inequality and improve social sector spending—such as pro-poor-related expenditures on education, health and social security, and public infrastructure. Its expected impact was a reduced household income inequality, which is aligned with the National Medium-term Development Plan, 2015–2019. The expected outcome was improved social sector and infrastructure spending by 2021. This report validates the completion report's assessment of the program. IED overall assessment: Successful.

People's Republic of China: Lanzhou–Chongqing Railway Development Project

The Lanzhou–Chongqing Railway Development Project (the project) was aimed at improving the railway system in the western region by (i) constructing 820 km of railway lines and 31 stations with equipment installed for train operations, and (ii)  strengthening institutional capacity of the proposed project implementing and operating agency. Its target impact was an improved transport system in the region that supported socioeconomic development and the western development strategy.

Georgia: Regional Power Transmission Enhancement Project

This report presents the findings of the project performance evaluation of the Regional Power Transmission Enhancement Project in Georgia.  This evaluation was prepared 5 years after the loan closed in May 2017 and 4 years after the project completion report (PCR), which was circulated in May 2018. This allowed enough time to pass for a proper assessment of the project’s effectiveness, progress, and longterm sustainability.
