The mission of the Independent Evaluation Department (IEvD) is to support the Islamic Development Bank (IsDB) become a knowledge-based organization that continuously improves its operations, drawing lessons from the evaluations to enhance the development effectiveness of its interventions in Member Countries (MCs) and in favor of Muslim communities in non-Member Countries. The IEvD started its journey as the Operations Evaluation Office (OEO) in 1990. It reports directly to the Board of Executive Directors (BED) through the Operations and Development Effectiveness Committee (ODEC).

About OVE

Established in 1999 as an independent evaluation office, the Office of Evaluation and Oversight (OVE) evaluates the performance and development effectiveness of the activities of the Inter-American Development Bank Group (IDB Group). OVE’s evaluation and oversight work seek to strengthen the IDB Group through learning, accountability, and transparency. OVE’s evaluations are disclosed to the public to share lessons learned with the region and the development community at large.

Evaluation at the IDB Group

The Evaluation function conducts independent evaluations of the EIB Group’s activities.
It assesses the relevance and performance of these activities in relation to their objectives and the evolving operating environment. It also helps the EIB Group draw lessons on how to continuously improve its work, thereby contributing to a culture of learning and evidence-based decision-making.

The Independent Evaluation Department (IEvD) evaluates the performance of the Bank’s completed projects and programmes relative to objectives.

It systematically analyses the results of both individual projects and wider themes defined in the Bank’s policies.

The core objective of evaluation is to contribute to the Bank’s legitimacy, relevance and to superior institutional performance. To achieve its core objective, the Evaluation Department fulfills two primary functions:

The Independent Evaluation Department (IED) independently and systematically evaluates ADB policies, strategies, operations, and special concerns that relate to organizational and operational effectiveness. By doing so, it contributes to achieving development effectiveness of ADB operations by providing evaluation feedback on performance, and generating and disseminating evaluation lessons.

The Independent Evaluation is based on a Board-approved policy and consists of assessment of operations, programs, activities and strategies through systematic and rigorous analysis of their outputs, outcomes and impact against expected results and the overall mandate of the Bank.

Independent Development Evaluation (IDEV) is an independent function tasked with enhancing the development effectiveness of the African Development Bank in its Regional Member Countries. By conducting independent evaluations and proactively sharing best practices, IDEV ensures that the Bank and its stakeholders learn from past experience and plan and deliver development activities to the highest possible standards.
