The Independent Evaluation Department’s evaluation of the water sector takes stock of ADB’s engagement in the water sector during the last decade to identify lessons and propose directions for its future engagement in the sector for strengthening water security and reducing risks. The evaluation team assessed the performance and results of ADB’s support to the sector. It consulted DMC officials and stakeholders and interviewed technical and professional staff within and outside ADB.
The technical assistance (TA) aimed to support the implementation of the new procurement framework of ADB through outreach efforts, capacity building, and training of executing and implementing agencies in ADB’s developing member countries (DMCs).
This report validates the completion report's assessment of the TA.

The project aimed to improve access to water supply for about 377,000 rural residents and sanitation for about 290,000 rural residents in an estimated 400 villages in 40 communes. Its envisaged impact was enhanced access to improved rural water supply and sanitation (RWSS) nationwide and better health of rural households in project provinces. The outcome was increased access to improved RWSS in selected communes in six provinces in the Tonle Sap Basin.
