This paper documents the Chair's Summary of the Development Effectiveness Committee (DEC) discussion held on 24 November 2022. The committee discussed the Independent Evaluation Department’s (IED) Sector Wide Evaluation on ADB's Finance Sector Operations, 2011-2021, and Management Response.
The project’s envisaged impact was economic and social recovery from the 2014 floods by the year 2018, in line with the National Disaster Management Plan 2012–2022. Its intended outcome was restoration and reconstruction of critical public and social infrastructure to multi-hazard resilience standards.

The project was to develop two fishery harbors, rehabilitate other related infrastructure, and develop sustainable aquaculture. It also aimed to improve the management of coastal and inland fishery resources and strengthen the capacity of fishery societies and related institutions.

The project aimed to support the TMG to implement green growth demonstration activities in the coastal areas south of the Hai River estuary through (i) wastewater management and pollution control, including the construction of a wastewater treatment plant (WWTP) and water reuse facilities; (ii) clean-up and reuse of contaminated sediments in the Hai River estuary area; (iii) rehabilitation of the ecosystem in the Hai River estuary area; (iv) establishment of environmental monitoring and emergency response center (EMERC); (v) prevention of storm-surge disasters; and (vi) capacity building.
The expected outcome targets of the multitranche financing facility (MFF) program were enhanced productivity, water-use efficiency, and sustainability of irrigated agriculture in selected existing schemes in the river basins that had a 215,000 ha designed command area, and improved institutional performance of irrigation service delivery with PIM and water resources management with integrated water resource management (IWRM). The expected outcome of the project 2 was increased productivity of agriculture in selected river basins in Orissa.
