Grounded in the IEO’s terms of reference, the policy clarifies operational procedures and reinforces principles of independence, transparency, and effectiveness. It integrates recommendations from the fourth external evaluation of the IEO titled “Managing Risks through Transparent Accountability”, updates evaluation outputs and topic selection processes, and outlines key stages and methodologies. Designed to strengthen accountability and foster a learning culture within the IMF, the policy will be reviewed every six years to ensure continued relevance and impact.
