Health is a fundamental human right and a cornerstone of sustainable and inclusive development. As the 2030 deadline for Sustainable Development Goal approaches, countries in Asia and the Pacific have made significant strides—lowering child mortality, improving maternal health, and expanding access to care. Despite these gains, challenges persist as aging populations, rising noncommunicable diseases, and unequal access continue to strain health systems, especially in the wake of COVID-19.
This evaluation offers an in-depth assessment of ADB support for health from 2011 to 2024, focusing on its strategic relevance, implementation effectiveness, and institutional coherence. It highlights ADB’s rapid pandemic response and its evolving approach toward universal health coverage and resilient health systems. The findings underscore the need to modernize ADB’s legacy health policy, strengthen cross-sector investments, and improve its institutional capacity to better meet the region’s changing health needs.
