The evaluation found that the CSP's focus on economic governance, private sector support, and infrastructure was well-aligned with Botswana's national development priorities and the Bank's strategic objectives. However, implementation challenges were evident, particularly in energy access and renewable energy initiatives, which were lagging. Delays in project execution were primarily due to procurement inefficiencies and limited capacity within executing agencies. While fiscal resilience efforts have progressed, economic diversification remains slow, and private sector investment faces structural barriers.
Key lessons from the evaluation include the necessity of aligning the Bank's planned lending and non-lending projects with Botswana's fiscal strategy and cautious borrowing approach, enhancing project management and procurement capacity for timely project execution, and aligning skills development initiatives with labor market demands.
IDEV recommends maintaining the Bank's strategic focus on economic resilience and infrastructure development in alignment with Botswana's fiscal strategy. Other recommendations include improving coordination between executing agencies and strengthening local project management capacity for implementation efficiency; enhancing integration of cross-cutting priorities, particularly gender equality and youth empowerment; and strengthening partnerships and co-financing with development partners to maximize the CSP's impact.
