The position of Director General is assigned in the Office of the Director General (IEOD) within the Independent Evaluation Department (IED). The positions is based at ADB Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered. The following staff positions report to the Director General, IED — Deputy Director General; Directors, Sector and Project Division (IESP) and Thematic and Country Division (IETC); Advisors, IEOD and Evaluation Knowledge Management Unit (EKMU); 36 Technical International Staff; and 31 Technical Local Staff. The Director General will report to the Board of Directors through its Development Effectiveness Committee (DEC).
The Director General will be responsible, among other matters, for promoting high-level accountability and learning in ADB, and for improving the performance of ADB's operations and policies and ADB's development effectiveness. The Director General will ensure that evaluation contributes to ADB's strategy and operations by bringing an independent perspective to the assessment of progress toward ADB's mission.
In line with the provisions of ADB's Evaluation Policy, the Director General will serve a critical role in independently leading the planning, implementation, and supervision of the department's vision, goals, strategies, and work plan towards objectively assessing and enhancing the development effectiveness of ADB.
You will:
- Lead and manage IED as an effective, efficient, and independent evaluation function of ADB;
- Develop and implement operational policies, strategies, and related instruments for IED to enhance the independence and effectiveness of the independent evaluation function;
- Manage IED's personnel, budget, and work program under the oversight of the DEC, and following ADB rules and procedures;
- Ensure high-quality professional work by instituting the necessary enabling environment, leading IED staff, and setting quality standards for IED outputs;
- Formulate and implement IED's rolling 3-year work program and budget as endorsed by the DEC and approved by the Board, and report regularly to the Board through the DEC on the activities of the department and other relevant evaluation issues;
- Monitor and report periodically to the DEC on actions taken by Management in response to evaluation findings;
- Engage stakeholders in the evaluation process and ensure that evaluation results are communicated to them and the general public;
- Promote evaluation-based dialogue and exchanges with ADB management and Executive Board members on issues of critical importance to ADB;
- Foster a culture of evaluation in ADB and assist ADB operations and developing member country (DMC) counterparts to develop their self-evaluation capacity; and
- Partner with the heads of evaluation of other international financial institutions and development agencies and develop partnerships to promote independent evaluation good practices and use of evidence-based findings for decision-making.
