(Associate) Evaluators (EIB)

The EIB  is seeking to recruit for its Inspectorate General Directorate (IG), Operations Evaluation Division (EV), Knowledge Management, Products & Methods Unit (KPM) at its headquarters in Luxembourg, a (Associate) Evaluators*.

These are full-time positions at grade 4/5.

This is a generic campaign in view of both current and possible future vacancies.

Panel interviews are anticipated for end of October / beginning of November 2022.

The term of this contract will be 4 years.

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Purpose

Within the Evaluation Division of the EIB Group (IG/EV), the candidate will contribute to the design, implementation and dissemination of evaluation activities on quality and results of the EIB Group’s operations, notably by undertaking in-depth evaluations of the EIB Group’s interventions, with a view to improving operational performance, accountability and transparency. Evaluations ensure that the EIB Group is accountable for its activities and learns from its experiences. IG/EV ensures its evaluations are impartial and objective.

Operating Network

The (Associate) Evaluator reports to the Head of Unit in the Evaluation Division of the Inspectorate General (IG/EV). Within the framework of specific evaluations the (Associate) Evaluator may also work under the responsibility of a Senior Evaluator and an Evaluation Expert. S/he will have regular contact with colleagues across all Directorates within the EIB Group. IG/EV has constant interactions with stakeholders within and outside the EIB Group, to ensure the usefulness and dissemination of its work.

Accountabilities

The (Associate) Evaluator will carry out different tasks and responsibilities. These include:

  • Participate in the design of evaluations, undertake data collection and analysis (qualitative and/or quantitative, as needed), implement project evaluations and contribute to evaluation reports
  • Ensure that the evaluations are compatible with internationally accepted standards in the field of evaluation, while taking full account of the specificity of the EIB Group
  • Ensure that all assessments are impartial and of a high quality, and reflect, as necessary, divergent views held by other EIB directorates and stakeholders
  • Contribute to the follow-up of EV recommendations
  • Follow and report internally on a selection of Bank activities in the areas related to EV work
  • Actively participate in internal working groups where EV representation is required
  • Occasionally accompany senior colleagues to represent EV in external evaluation matters (Multilateral financial institutions, European Commission, etc.)
  • Contribute to other EV activities, as relevant
