This Country Program Evaluation report assesses the performance and effectiveness of the World Bank Group’s support to Georgia in achieving the country’s development objectives. It evaluates how the Bank Group program adapted to changing conditions and priorities during fiscal years 2014–23, focusing in depth on three areas of engagement: support for development of the private sector, human capital, and connectivity infrastructure ranging from transport to telecommunication.
The evaluation uses a mixed methods approach that includes a review of the portfolio and strategy and project documents. The team complemented this review with interviews with Bank Group staff, representatives from the government and the private sector, academia and think-tanks, and other development partners. Based on the findings, it offers three lessons for World Bank Group engagement in Georgia and for similarly situated middle-income countries with high implementation capacity.
