The Asian Development Bank (ADB) launched its New Operating Model (NOM) on 30 June 2023, marking its first major reorganization since 2002, with the goal of enhancing its relevance while increasing the provision of integrated solutions to its developing member countries.
Drawing on staff surveys, interviews, and comparative analysis with other multilateral development banks, the evaluation offers actionable recommendations to refine NOM. These include establishing time-bound targets, clarifying decision-making authority, and aligning internal incentives with corporate goals. As ADB continues its transformation, this evaluation serves as a vital tool for learning, adaptation, and strategic course correction.
