Project Performance Evaluation Report for People’s Republic of China: Maxwealth Financial Leasing Co., Ltd. Industrial and Municipal Wastewater Treatment Project

The performance evaluation rated the project less than successful, highlighting key learnings on private sector development and project design. The evaluation presents three recommendations. First, ADB should ensure that DMF indicators have causal links to narrowing identified gaps. Second, ADB should ensure that clients receive thorough and continuous support on ESHS compliance and annual environmental and social performance report (AESPR) compliance. Third, ADB should keep building on past experiences in financial leasing to support the PRC government and the ADB climate agenda in the country.
