The program focused on three key objectives: strengthening the Anti-Corruption Commission, enhancing the independence and capacity of the judiciary, and mainstreaming good governance practices across line ministries.
The Independent Evaluation Department (IED) assessed the program using ADB’s updated guidelines for evaluating policy-based operations. While ADB’s support was instrumental in developing the National Integrity Strategy and building institutional capacity, systemic challenges limited the program’s overall effectiveness. The evaluation found that many policy actions lacked analytical depth and failed to address core constraints, resulting in missed targets and a rating of less than successful.
