Ghana Country Strategy and Programme Evaluation

The CSPE found that IFAD-supported operations were strongly aligned with the country’s national priorities and strategic framework, with the operations adapting focus if required. IFAD’s partnership with the Government was strong. Overall, the country programme created employment opportunities, including for vulnerable groups.

However, income improvements were uneven. On-farm income increases were modest, while off-farm incomes rose comparatively more. Targeting was sound in specific geographic areas, but not in nationwide programmes. The development and provision of financial services for value chains and micro-, small and medium enterprises were fragmented.

The CSPE’s recommendations for the future include further expanding partnerships with the private sector and other development actors supporting pro-poor-oriented rural enterprises and value chains. In addition, targeting should also consider the strengths, local knowledge, specific needs and preferences of target groups.
