Evaluation of GEF Support in Fragile and Conflict-Affected Situations

The GEF Independent Evaluation Office is collaborating with the Environmental Law Institute to assess GEF projects and programs in fragile and conflict-affected situations—in short, to determine whether and how GEF interventions are conflict-sensitive, and the implications thereof. This study will examine the design, implementation, and M&E of GEF-funded projects and programs, focusing on interventions since 2002 (the start of GEF-3) in -six conflict-affected situations; assess the implications of projects and programs' degree of conflict sensitivity by considering how the performance and outcomes may have been influenced by the conflict context; survey the guidance from relevant Conferences of the Parties and the Sustainable Development Goals with respect to conflict; and, with reference to international best practice, identify recommendations for improving future GEF interventions in conflict-affected situations.
