Asia Pacific Disaster Response Fund, 2009–2024

The evaluation found APDRF relevant and effective, offering timely assistance and flexibility highly valued by governments. There were some efficiency issues, and limited learning from monitoring and reporting. The fund was assessed likely sustainable, given continued replenishments from ADB’s net income.
The evaluation offers two key recommendations centering on the need to discuss future deployment of the APDRF with relevant DMCs during country dialogues as part of ADB’s wider package of disaster support and actions to address efficiency issues by improving performance standards, grant monitoring, reporting, and learning within ADB’s purview.
Overall, APDRF was rated successful.
