The 2026 Annual Evaluation Review, prepared by the Independent Evaluation Department (IED), assesses recent performance trends in Asian Development Bank (ADB) operations, including sovereign, nonsovereign, and technical assistance operations, as well as country programs.
This year’s theme chapter examines the effectiveness of ADB’s strategic approaches and operations for reducing poverty and vulnerability to poverty, based primarily on findings from IED’s evaluations, as well as staff interviews, document and literature reviews, and portfolio analysis. The final chapter covers the Management Action Record System and assesses the extent to which ADB Management has accepted and implemented evaluation recommendations, along with the principal challenges to effective implementation.
