(Senior) Evaluator

Purpose

Within the Knowledge Management, Products, and Methods (KPM) unit of the Evaluation division of the EIB Group (IG/EV), you will contribute to the design, implementation and dissemination of evaluations and support transversal activities undertaken by the division. The Evaluation division conducts independent evaluations of the EIB Group’s activities. It helps the EIB Group be accountable to its stakeholders and draw lessons on how to continuously improve its work, thereby contributing to a culture of learning and evidence-based decision-making.

Operating Network

As a (Senior) Evaluator, internally referred to as (Senior) Officer Lending Evaluation, you will report to the Head of the KPM unit in the Evaluation Division of the Inspectorate General (IG/EV). While contributing to specific evaluations you might also work under the direction of an Evaluation Expert. IG/EV interacts regularly with stakeholders within and outside the EIB Group to ensure the usefulness and dissemination of its work. The position requires communicating, and consulting with colleagues across the EIB Group as well as with clients and other stakeholders.

Accountabilities

As a (Senior) Evaluator you will contribute to the division’s work by holding various responsibilities, including:

  • Undertake evaluation work and participate in the design, data collection, drafting and dissemination of evaluations. Tasks imply responsibility and autonomy in the delivery of specific streams of work, and active contribution to team work.
  • Ensure that the evaluations are compatible with internationally accepted norms in the field of evaluation, while taking full account of the specificity of the EIB Group.
  • Ensure that all assessments are impartial and of a high quality, and reflect as necessary, divergent views held by other EIB Group directorates and stakeholders.
  • Manage consultants, contribute to effective teamwork, and represent IG/EV within and outside the EIB Group.
  • Contribute to the follow-up of IG/EV recommendations.
  • Follow and report internally on selected EIB Group activities in areas of relevance to IG/EV work and/or specific evaluations.
  • Actively participate in internal working groups where IG/EV representation is required.
  • Contribute to other IG/EV activities as relevant, including to the development of new products, new methodologies, and knowledge management practices.
