IED requires the services of an international consultant to build on IED’s Evaluation Knowledge Management (EKM) Strategic Plan, 2017-2022 and provide following inputs:
1. Stakeholder Assessment
The Consultant will assist IED in updating its 2016 Stakeholder Assessment to understand the needs and demands of its stakeholders. S/he will review the findings of the IED Perception Survey 2020, and conduct desk review and other analysis to update the 2016 stakeholder assessment.
2.Communications Strategy and Action Plan
Based on IED’s Evaluation Knowledge Management (EKM) Strategic Plan, 2017-2022 and updated Stakeholder Assessment, the Consultant will work with the EKM team to propose (i) effective actions, tools and channels for enhancing communications and dissemination, (ii) ways of integrating communications into each stage of the evaluation cycle, and (iii) an appropriate results metrics to track the use and utility of knowledge products (align with the IED result-framework). It will also include a template for evaluation/knowledge product specific communications plan. This will be a living document that can be edited and updated during the project cycle as needed.
3. Materials for Evaluation Communications Capacity Development
The Consultant will assist IED prepare a comprehensive package of training materials to guide evaluation practitioners within ADB and in its developing member countries on building communications and knowledge sharing into the various stages of evaluation cycle, including planning for budget and other resources. The materials should be packaged in a format that can be easily used by IED’s capacity building teams as part of their evaluation training.
The consultant will report to a designated IED international staff. The consultancy will require a total of about 33 days of inputs to be rendered intermittently, mainly at home office, from 20 December 2020 to 15 March 2021.
