EIB are looking for a candidate to contribute to the evaluation activity of the EIB Group (EIBG) by leading thematic evaluations and by participating to the elaboration and implementation of the evaluation strategy and programme.
Accountabilities
The Evaluation Expert will carry out different tasks and responsibilities in cooperation with and under the supervision of the Division head of Evaluation. These include:
Full responsibility in conducting thematic evaluations on any of the areas of activity of the EIBG:
- Leading ad-hoc evaluation teams of internal and external professionals in an effective and efficient way
- Ensuring the design and quality of evaluation work and the final report from structuring to the dissemination of results
- Ensuring that evaluations follow internationally-accepted standards in the field of evaluation, while taking full account of the specifics of the EIBG
- Ensuring that all assessments are impartial, independent and grounded on evidence and sound analysis
Actively foster the evaluation function in the EIBG:
- Contributing to develop, improve and implement evaluation systems, processes, procedures and instruments based on international standards and best practice
- Supporting and participating to the system of follow-up of implementation of recommendations
- Contributing to the elaboration and implementation of the evaluation strategy and EV work programme
- Contributing to increase the relevance, usefulness and quality of the evaluation function in the organisation
- Supporting the development of the evaluation culture across the EIBG
- Support the Head of Division on the management of the division
- Providing expert advice and recommendations on evaluation methods and issues in order to align EIB with best practice
- Fostering an harmonious, diverse and effective work environment
- Participate to and report back on a selection of internal or external events or working groups where EV representation is required (e.g. evaluation networks), building constructive relations with Bank colleagues and peers in other international organisations and using them to disseminate and further the work of EV
- Contribute to other EV activities as appropriate
