The evaluation shows a need for clearer strategic direction in the SCF, as the lack of distinction between aspirations and tools complicates prioritisation and resource allocation. Weak links between priorities and budgeting leave many areas underfunded, while delivery speed varies despite swift crisis responses. Green finance progress is strong, though systemic impact remains unclear, and private capital mobilisation grows modestly with challenges in attracting institutional investors. Efforts to build a learning culture continue, with a new self-evaluation system launched but not yet fully embedded.
For the SCF 2026–30, the Bank should sharpen its focus on systemic change, streamline its vision, strengthen crisis response frameworks, and boost private capital mobilisation. It should update its transition impact approach, create a balanced, outcome-based scorecard, ensure strategic aspirations are adequately resourced, and address data gaps to improve monitoring and decision-making.
