Grab the local Imams, hold until the responsible people are caught, and shutter their Mosques. Here in the USA, if an american citizen withheld knowledge of a horrendous act, they would be arrested and held as an accomplice to a crime. No different here, and this would also apply to all religions. They have tremendous influence and knowledge of their members and it is about time they got involved as religous clerics.
