Dear OECD.
My name is Adi and i'm from Israel. I've just heard that my government wants to transfer stray dog and cats outside of Israel instead of sterilizing them as a method of fighting this problem. I wish to know if this is legal (because its certainly not moral) and accepted by the rules of the OECD.
